Navigating the Fractured Footpaths: Pittsburgh Residents and Advocates Battle Crumbling Sidewalks for Urban Accessibility

For Damitra Penny-Harris, the daily commute in her powered wheelchair is less of a routine transit and more of an unpredictable urban obstacle course. Regularly subjected to the ire of frustrated motorists for taking her heavy-duty mobility device onto active roadways, Penny-Harris often finds herself with no alternative. On one memorable excursion along a long, sloping walkway, she navigated nearly the entire distance to her destination only to find the final block of sidewalk completely impassable due to deep fractures and uprooted concrete slabs. Trapped by the structural failure of the municipal right-of-way, she was forced to retrace her route to the bottom of the hill and restart her journey alongside vehicular traffic.

“There was no way I could get past it, and then somebody hollers at me ‘get off the street,’ but I don’t have a choice,” Penny-Harris explained. “This person didn’t fix their sidewalk so I have no choice but to be in the street.”

Penny-Harris’s daily trials reflect a widespread crisis confronting Pittsburgh’s pedestrian infrastructure. Across the Steel City, the deterioration of walkways has transformed basic mobility into a grueling test of endurance. For residents relying on wheelchairs, walkers, or strollers, traversing local neighborhoods means enduring longer travel times, meticulously mapping out alternate routes in advance, and treating routine errands like grocery shopping as high-stress logistical challenges.

The Toll on Mobility Equipment and Daily Life

The physical toll of these deteriorating conditions extends far beyond simple inconvenience. Alisa Grishman, another Pittsburgh resident who relies on a wheelchair, faces the recurring and expensive burden of replacing her chair’s wheels multiple times a year. The relentless pounding from cracked pavement, missing slabs, and sudden drop-offs systematically destroys mobility hardware.

Because securing specialized replacement parts through insurance and supply chains can take months, Grishman has occasionally been forced to resort to emergency measures—such as securing loose wheels with duct tape—simply to avoid being entirely confined to her home. What transit planners often categorize as minor aesthetic flaws are, for disabled residents, major barriers to independence.

According to Seth Bush, senior advocacy manager for Bike Pittsburgh and a coordinator with the transit advocacy coalition Pittsburgh Walks, the baseline condition of the city’s pedestrian corridors is “pretty bad.” While wealthier municipalities often maintain rigorous maintenance schedules, Pittsburgh’s patchwork network of aging concrete leaves entire communities effectively isolated.

Surveying the Damage: A Grassroots Infrastructure Audit

To quantify the scale of the crisis, Pittsburgh Walks partnered with the city’s Department of Mobility and Infrastructure to launch a comprehensive asset-mapping initiative. Dubbed the Safe Sidewalks Crew, a dedicated team of volunteers began systematically auditing neighborhood walkways to catalog their physical condition, identify structural gaps, and record missing infrastructure.

Over an intensive 18-month period, the volunteer coalition surveyed between 4,000 and 5,000 city blocks. The resulting data feed into a public digital dashboard that tracks sidewalk status across the metropolitan area—a critical resource, given that the city’s official administrative dashboard historically lacked granular data on pavement conditions.

“It’s pretty rare that when we go out and do a survey… that we don’t find some problem that is at least the beginning of an accessibility issue,” Bush said. While not every fracture or uneven seam renders a walkway entirely impassable, the cumulative effect drastically reduces accessibility. Most surveyed blocks feature at least one major deficiency, ranging from structural fractures to secondary obstructions like improperly stored trash bins or vehicles parked across the right-of-way.

“It only takes one block for a sidewalk to not be accessible,” Penny-Harris noted.

The human cost of these infrastructural failures was starkly underscored in October, when Penny-Harris joined the Safe Sidewalks Crew for an audit along Brownsville Road in the city’s Carrick neighborhood. The pavement was so thoroughly degraded that the team was forced to terminate the audit prematurely because Penny-Harris’s wheelchair could not physically navigate the terrain. Tragically, just two months later on that same stretch of roadway, a 17-year-old pedestrian was struck and killed by a vehicle during a severe snow squall.

The Broader Safety Crisis and National Context

The hazards faced by Pittsburgh pedestrians mirror a statewide and national crisis regarding non-motorized transit safety. A comprehensive 2025 study by the Governor’s Highway Safety Association revealed that nearly two-thirds of all pedestrian fatalities in Pennsylvania occur on roadways completely devoid of sidewalks.

In many Pittsburgh neighborhoods, the danger is compounded not merely by broken concrete, but by the complete absence of dedicated pedestrian corridors. Transit planners point to numerous locations where municipal bus stops deposit passengers directly onto the edges of high-speed roadways with no connecting walkways.

This absence creates a difficult policy dilemma for community advocates. Grishman notes that reporting missing infrastructure frequently triggers unintended consequences. Rather than investing in new paving projects, cash-strapped municipalities have occasionally opted to remove bus stops entirely to eliminate liability, cutting off public transit access for entire neighborhoods.

“It’s always a balance, because the response might be to remove the bus stop instead of paving a sidewalk,” Grishman said.

Urban planners and transit advocates agree that reversing this trend will require a massive infusion of capital resources. However, identifying sustainable revenue streams remains a contentious political debate.

“Bottom line, we need more money,” Bush said. “We need more resources and funding going toward our sidewalks. I don’t know where that money comes from when our budget is so tight, but it’s needed. The more our sidewalks crumble and get forgotten about, the more our communities suffer.”

In Pittsburgh’s 2026 capital budget, city officials allocated slightly over half a million dollars specifically for ramp and sidewalk improvements. While city leaders defend this expenditure as part of their broader fiscal strategy, transit advocates argue it represents a fraction of the capital actually required to address decades of deferred maintenance.

Public Walkways, Private Financial Burdens

A fundamental hurdle in Pittsburgh’s infrastructure repair strategy is the legal framework governing sidewalk ownership. Like many legacy industrial cities across the United States, Pittsburgh places the legal and financial responsibility for sidewalk maintenance directly onto adjacent property owners.

Because ownership is decentralized, the municipal government cannot easily dispatch crews to repave extensive, continuous stretches of urban roadway. For individual homeowners, particularly those facing economic hardship, expensive concrete restoration consistently ranks near the bottom of necessary domestic expenditures.

“There’s a lot that government agencies could and should be doing to repair our sidewalk network, but I think the majority are privately owned and it’s expensive to repair sidewalks,” Bush observed. This privatized maintenance model frequently exacerbates socioeconomic disparities, leaving low-income neighborhoods with significantly degraded pedestrian infrastructure compared to affluent districts.

Under current municipal codes, property owners can face financial penalties, civil court summons, or municipal liens if they fail to rectify dangerous sidewalk conditions. Across the United States, municipalities have experimented with various enforcement and funding models to overcome this structural inertia. In Fort Worth, Texas, chronic failure to repair damaged sidewalks can result in criminal misdemeanor charges for property owners. Conversely, cities like Denver, Colorado, have restructured their approach entirely; four years ago, Denver voters approved an ordinance transferring sidewalk maintenance responsibility from homeowners to the municipal government, funded via a modest $150 annual fee attached to local stormwater utility bills.

Pittsburgh currently manages two targeted municipal initiatives: one dedicated to constructing new sidewalks in underserved areas, and another offering financial assistance to low-income property owners attempting to repair damaged concrete in front of their homes.

Municipal Response and Strategic Initiatives

The administration of Mayor Corey O’Connor has defended the city’s ongoing efforts to modernize its pedestrian network, pointing to several active infrastructural interventions. According to the mayor’s office, the city currently has nine active engineering projects aimed at closing critical sidewalk gaps. Furthermore, city officials reported that 14 property owners have formally applied for the low-income sidewalk repair assistance program, resulting in three completed renovations to date.

“Maintaining sidewalks is part of the larger work of making Pittsburgh safer and more accessible for everyone,” the mayor’s office said in an official statement. “Closing sidewalk gaps, repairing deteriorated sidewalks, and improving our understanding of sidewalk conditions all contribute to our Vision Zero goals and help ensure that everyone can safely walk and use mobility devices across Pittsburgh.”

Advocates acknowledge that these targeted programs have yielded tangible benefits where fully executed. Bush highlighted the success of the critical gap program in the Windgap neighborhood, where municipal crews successfully constructed missing walkways surrounding a local playground. The intervention not only provided children with a safe route to recreational spaces, but also noticeably reduced vehicular speeds as drivers adjusted to a more populated, pedestrian-friendly environment.

“They need more resources to do more of that work,” Bush urged.

Ultimately, transit experts emphasize that the dividends of robust pedestrian infrastructure extend far beyond the immediate neighborhood boundaries. From parents pushing strollers and elderly residents maintaining their independence to visitors navigating an unfamiliar urban core, accessible sidewalks serve as the foundation of public mobility.

As Grishman succinctly summarized: “We can make everything else accessible, but what’s the point if you can’t get there?”
